The draft resolution, co-sponsored by Ukraine and at least 47 other countries, many European, was adopted with 107 votes in favor, 12 against and 51 abstentions — primarily from the global South, including a bloc of Gulf states. The US-led “motion for division” — dropping the two paragraphs to possibly influence votes in the General Assembly — failed with 11 votes in favor, 69 against and 62 abstentions.
“The United States welcomes, of course, the call for an immediate ceasefire,” Tammy Bruce, the US deputy permanent representative, told member states on Feb. 24. “As we’ve said, this resolution also includes language that is likely to distract from ongoing negotiations, rather than support discussion of the full range of diplomatic avenues that may pave the way to that durable peace.”
The US informed the Ukrainian delegation in the General Assembly about its proposed changes only 15 minutes earlier, giving Ukraine and its allies just enough time to react. The other countries that voted yes on the failed motion included Russia, Belarus, Hungary and the Sahelian military-led countries of Burkina Faso, Mali and Niger.
